Owner/GM Requirements

 

  1. As a member of this league, you are required to subscribe to this thread on the forum. By subscribing, you will recieve an email each and every time that the commissioner has an important update for league members.
  2. To remain in this league, it is expected that you export your team or communicate on the message boards at least once in within a 3 week span of time. If you foresee that you will be unavailable for any further length of time, you must post an "Away for..." message in the General Discussion forum.
  3. The Membership Management Director of the league will monitor activity and lack thereof and may replace members if the above rule isn't being met and/or if attempts of contact go unanswered.
  4. You are expected to have a clear understanding of your team's financial situation at all times and to always display the discipline necessary to maintain it's stability.



Free Agency (Open Forum Bidding System)

  1. You must place a bid of “intent” within the first 48 hours of the FA period or you will be ineligible to submit bids for said player/coach/scout. If you are counter bidding, your bid must be at least 10% more in overall value that the previous bid.
  2. After 48 hours, which is the intent period, 24 hours after a valid bid will become the mark at which bidding is closed on said player/coach/scout.
  3. 24 hours after the "intent" period, 12 hours after a valid bid will become the mark at which bidding is closed on said player/coach/scout. This includes all bids previously waiting on 24 hours
  4. The team which places the “opening” bid on a player/coach/scout may post a total of 4 bids on said player/coach/scout. (including opening bid)
  5. The teams which have not placed an “opening” bid may post a total of 3 bids on said player/coach/scout. There will be no hard deadline. Players will sign with the team that has the highest overall bid left standing.
  6. Counter bids must be at least 10% higher than the previous qualified bid for players
  7. Counter bids must be at least 5% higher than the previous qualified bid for coaches and scouts
  8. Coaches/Scouts must be given at least what they are asking for in-game
  9. Coaches, doctors and scouts must be offered contracts via the appropriate forum and NOT in-game. If it is found that a team has violated this rule, the coach/scout/doctor will be released immediately and the team will incur the entire $ amount of the contract.
  10. 5 year contract maximum
  11. No Minor League Contracts may be offered during this period.
  12. Players signed via Free Agency with a yearly salary higher than $3Million CANNOT be traded until July 1st.

Free Agents (Leftover)

  1. Free agents not offered a contract during the Free Agent period may be offered a contract in-game after the Free Agent Period ends and a new file is available
  2. Within the first 48 hours of when Left-Over FA’s become available, teams may post a bid on a maximum of 3 coaches or scouts. After 48 hours have passed, no limitations apply.
  3. Any posted bid that isn’t out-bid within 12 hours will close bidding on said player/coach/scout.
  4. The team which places the “opening” bid on a coach/scout may post a total of 2 bids on said coach/scout. (including opening bid)
  5. The teams which have not placed an “opening” bid may post a total of 1 bid on said coach/scout.
  6. There will be no hard deadline. Coaches and scouts will sign with the team that has the highest bid left standing.
  7. Coaches, doctors and scouts must be offered contracts via the appropriate forum and NOT in-game before September 1st. If it is found that a team has violated this rule, the coach/scout/doctor will be released immediately and the team will incur the entire $ amount of the contract.

Trades

  1. All parties involved in the trade must post confirmation.
  2. The trading of Draft picks is limited to the CURRENT and NEXT year only.
    This is defined as: Once the offseason begins, the upcoming draft class (CURRENT) as well as the year following (NEXT) are both available for trade. (since we do the June draft we are acting as if the June Draft is CURRENT). AFTER the June draft, ONLY the following season's (NEXT) picks are available for trade UNTIL the following offseason, this because nothing is considered "CURRENT" until the next offseason. This limits the extent with which we push the envelope and is clearly defined.
  3. Trades will be processed immediately after the upcoming sim, provided all confirmations have been posted prior to the upcoming export deadline or sim time (if there happened to be a delay).
  4. Trades may be processed before the upcoming sim, provided there is a request and all parties involved provide instructions for placement of acquired players prior to the upcoming export deadline.
  5. GM’s may request an acquisition to be processed before a sim provided BOTH GM's submits clear, concise instructions for roster adjustment. If any roster move is unable to be made, the transaction will not be processed until after the upcoming sim.
  6. Players signed Via Free Agency with a yearly salary higher than $3Million CANNOT be traded until July 1st.

Waivers Procedures

  1. Place and claim players in-game
  2. Waiver period is 17 days and the DFA period is 30.
  3. Once the DFA period has run out on players not claimed, Commissioner will first attempt to demote. If refused, the player will be released unless you give explicit instructions and leave roster space prior to the next scheduled sim.


Amateur Draft

  1. The first 2 rounds of the draft will be conducted on the message boards in the Off-Season section.
  2. Draft time slots will be assigned prior to the draft
  3. Teams must post their picks before the end of their time slot
  4. The Draft thread will be opened early so GM's are encouraged to post their picks early, if possible.
  5. If you are unable to make your pick before or within your time slot, send a PM to the Draft Monitor on with a short list of players to draft for you. When your turn comes, the Draft Monitor will make a selection for you based on your list.
  6. If no message is recieved from you and if you fail to make a pick before your time slot expires, the Draft Monitor will make a selection for you based on an A.I. list published before the draft.
  7. You may not, under any circumstances, change your pick once it has been posted so make sure you consider your pick thoroughly before posting.
  8. Draft monitors may edit or change a pick in certain circumstances, at their discretion, when they see it is necessary to reverse an honest human error. Cases such as, but not limited to, the A.I. list being used by mistake when a list had actually been sent by the GM. Draft Monitor changes would be subject to the availability of players, should subsequent picks be made prior to Draft Monitor changes.

Contract Extensions

  1. Make offers for contract extensions in-game.



Financial Responsibity Rules


  1. Adjustments shall be made to "Cash" to account for actual losses that go beyond what the game allows as negative cash.
  2. ALL teams in the red will have their actual debt subtracted from "$$ Left For free Agents". This will be the actual amount of money the team will be allowed to spend in Free Agency in the new season.
  3. Teams in debt and without $$ for signings will not be allowed to take on contracts, via trades, staff signings or free agent bids, that would project to take the team into further debt.



Fan Interest Points


  1. After the FreeAgency period ends, a separate forum will open allowing you to claim fan interest points for popular players you were able to sign.
  2. To qualify for points, the player must be signed to a Major League Contract
  3. Maximum of two players are allowed for claiming FI points
  4. You must claim points before Opening Day
  5. Points will be awarded as follows:
National Popularity
Fair - 1 pt
Well Known - 2 pts
Popular - 3 pts
Very Popular - 4 pts
Extremely Popular - 5 pts

Local Popularity
Well Known - 1 pts
Popular - 2 pts
Very Popular - 3 pts
Extremely Popular - 4 pts
